So you create 2 similar websites, meaning having the same content, site structure, etc.? It is not recommended to do so due to the content duplication. It's better if you could change out 1 site, create unique content for it; it's better for your site SEO job in the long run.

Basically you create different web 2.0s then link the webs together, for example web 1 links to web 2, web 2 links to web 3 and so on. Linkwheel is no longer effective these days. It's an old SEO technique which leaves too much footprint for search engines to detect.
