Click the "Template" link located in the left column. Click the scroll-down arrow in the middle column and select "Add CSS." Enter your custom CSS code in the "Add Custom CSS" box. Click the "Apply to Blog" button located in the right corner of the page.

You should use the chrome method to add CSS then save it to a new style.css file and finally use the FileZilla tool to upload to hosting.
Doing so will affect the speed at which the Web page loads
