There is no way that videos can't be downloaded from your site. Even the best video site in the World - Youtube can't solve this problem.

Unfortunately the answer is no. As long as you can watch a video, you can download it by this way or another.
A good strategy is to put watermark in your video. If people download it free, they wont get the clean version, so may be they'll pay to download later.
