Yes I agree, Blog commenting is still an effective way to get quality backlinks but blogs must be relevant to your niche and your comments will also be unique and well written.
 
It doesn't really seem like blog commenting would be that lucrative anymore. Most blogs are going to have the "nofollow" attribute and I'm a bit leery of ones that don't. Perhaps I'm wrong, but it seems there are much better ways to build quality backlinks, like being proactive on social media to promote your newest blog article.

I completely agree with you, most of the blogs give nofollow link. And I don't think blog commenting is an effective technique any more to increase your ranking and traffic.
 
Yes, i do agree. i am sure a good PR page blog will give a sufficient good backlinks to your sites, but make sure it should not be spam or duplicate.
