Link Swapping is the other name for Link Exchange. These type of links are two way reciprocal links, in which two webmasters swap their links and post each other link to their sites. It is a bad technique in Google insight.
 
Link Swapping is the process of exchanging hyperlinks from one website to another content-related website.Link exchanges may not be of any real value to you if you have already established yourself on the World Wide Web. The concept of link exchanges is most valuable to web developers at the other end of the spectrum. Individuals with little to no traffic will benefit greatly from the advantages of link exchanges.
 
A link exchange is a confederation of websites that operates similarly to a web ring. Webmasters register their web sites with a central organization, that runs the exchange, and in turn receive from the exchange HTML code which they insert into their web pages. In contrast to a web ring, where the HTML code simply comprises simple circular ring navigation hyperlinks, in a link exchange the HTML code causes the display of banner advertisements, for the sites of other members of the exchange, on the member web sites, and webmasters have to create such banner advertisements for their own web sites.(source wikipedia)

Link swapping is one type of link exchange which called as reciprocal links in SEO. In Google’s content guidelines, it is clearly mentioned that “Excessive link exchange can negatively impact a site's ranking in search results”. Hence if possible should ignore this type of link building strategy because up to which percentage or any number is not clarified by Google search engine.
