On Page is little difficult because you have to target your keyword with Title. Even your Meta tag and Quality content will effective as well. Off page is more difficult because get the backlink from dofollow sites and many techniques to get rank in SERPs.

Off-page SEO is more difficult. Now it also depends on your experience.
Most people do get on-page wrong, but on-page is a lot easier to get “almost” right than offpage is.
This is why you see websites in the SERPs that look pretty much the same from an on-page point of view. While in off page we have to convince other sites to link to our site and generate quality links.
